"SWAT by Proxy": Trump Turns a Criminal Tactic Into a Federal Hit on an Entire City
Trump is not rescuing Washington, D.C. He is staging a public spectacle in which an entire city is treated as the target of a SWAT call.
Donald Trump has ordered what amounts to a SWAT-style strike on Washington, D.C. Not to counter real violence, but to create it for the sake of political theater.
The premise is the same as the crime known as “SWATTING.” That is when someone calls police claiming there is an armed intruder holding hostages, with the expectation that officers will arrive ready to use lethal force. It is an attack carried out by proxy, with police as the unwitting executioners. The practice has become so dangerous that laws have been passed to criminalize it.
Trump is now scaling that tactic up from targeting a single home to targeting an entire city.
On August 11, 2025, Trump decided to declare a public safety emergency in D.C., placed the Metropolitan Police Department under federal control, deployed about 800 National Guard troops, and brought in federal agents from the FBI, DEA, and other agencies. He called it “Liberation Day.”
The reality is that violent crime in D.C. is significantly down. In the first seven months of 2025 compared to the same period in 2024:
Overall violent crime dropped 26 percent
Homicides fell 12 percent
Sexual assaults fell by nearly 50 percent
Robberies declined almost 30 percent
Carjackings dropped 37 percent, with a 68 percent decline since 2023
Despite these facts, Trump insists the city is “totally out of control” and must be rescued from “bloodshed, bedlam, and squalor.”
This is not about public safety. It is a political hit job executed through the machinery of law enforcement. By invoking emergency powers, Trump has staged a remote-control assault, turning police and troops into instruments of his political aggression while bypassing local governance.
Mayor Muriel Bowser, backed by the data, called the move excessive and politically motivated. She points out that the so-called crime wave Trump claims to be stopping is already in steep decline.
Why this matters
Weaponizing SWATTING logic: What was once an illegal hoax that could get someone killed is now being used as a governing tactic against an entire city.
Democracy under siege: Local autonomy is being stripped away under false pretenses.
Facts ignored: Data does not matter when fear and spectacle serve political goals.
From safety to control: Federal agents are being cast as political enforcers, not protectors of citizens.
Historical echoes
This is not new. Authoritarians have long used “public safety” as the pretext for violent crackdowns:
1968 Chicago Democratic Convention: Mayor Daley’s police staged mass assaults on protesters under the guise of controlling riots, even as much of the violence was police-initiated.
Apartheid-era South Africa: Security forces regularly invoked “emergency” powers to justify raids and street militarization against Black communities and activists.
Pinochet’s Chile: Entire neighborhoods were locked down with military sweeps justified as anti-crime or anti-terror operations, masking political repression.
COINTELPRO in the United States: Federal law enforcement infiltrated and targeted civil rights and anti-war groups, framing their suppression as a matter of national security.
In each case, the stated goal was safety. The real goal was control, intimidation, and the neutralizing of perceived political enemies. Trump’s federal takeover of D.C. fits squarely in this lineage.
